Manual parking space control protects against unauthorized parking

The University of Freiburg has parking spaces in the vicinity of the university that are easily accessible - and in the past often attracted third-party parking. Service providers such as craftsmen or guests of the university were therefore often faced with the almost impossible task of finding a free parking space close to the building for their work or appointment. This affects several smaller parking areas spread across the city.

"In order to get the situation in these areas under control, we have decided to have PRM carry out parking enforcement for these parking spaces. As we are not a police authority, we cannot sanction parking violations here ourselves," says Edgar Preuß, Head of Infrastructural Building Management in Department 4 Building and Infrastructure at the University of Freiburg.

In October 2023, the project was finally launched in the first areas after the tender was completed and the contract awarded to PRM. "PRM now monitors nine parking areas across the city, most of which have been monitored since the start of the project," says Edgar Preuß. The addition of further parking areas is possible in consultation with PRM.

Parking in areas controlled by PRM is only permitted with an authorization card issued by the university. This card must be clearly visible in the parker's vehicle. A parking inspector provided by PRM will check whether the parker has deposited an authorization card in their vehicle. If this is not the case, this constitutes a parking violation for which PRM will impose a contractual penalty of EUR 40.

Positive interim results

"We now not only have the certainty that these parking spaces are properly monitored and are available to the university for their intended purpose," says Edgar Preuß. "We also have security in the sense that tradesmen who have to work in a neighboring university building, for example, no longer block fire department parking spaces as 'alternative parking spaces' in their desperate search for a parking space, thereby endangering the lives of staff and students if the worst comes to the worst.

Conclusion

Thanks to PRM's manual parking space control, the University of Freiburg is able to better protect important parking spaces close to buildings against unauthorized occupancy.
